ELIGIBILITY RULES FOR SELECTION TO THE SCOTTISH CLAY TARGET ASSOCIATION TEAM


1.  Must be a fully paid-up, current Member of S.C.T.A.

2.  Must comply with at least one of the following criteria:
a)  Having been born in Scotland
b)  Having one or both parents born in Scotland
c)  Having been officially resident in Scotland for a minimum continual period of 4 years prior to qualification.

3.  If a shooter has already represented another Country / Team in any discipline, he/she must fully comply with the following procedure, in addition to the above, before being eligible to shoot for Scotland:-
a)  A minimum period of 3 years would have to elapse between last shooting for another Country or Team and first shooting for Scotland.
b)  The shooter would have to obtain for this change, full agreement, in writing, from the Scottish C.T.A. and the other country's National Association.
c)  The changeover must be approved in advance by the International Clay Target Shooting Council for United Kingdom and Ireland (I.C.T.S.C.)

Scottish Team Selection Procedure 2008

 

General

Selection to any of the teams fielded by the Association is by merit although the Management Board (Board) reserves the right to refuse entry to any member who, by previous conduct, is considered by the Board unsuitable to represent Scotland. The Board’s decision is final in all selection matters.

 

To be considered for selection, members must compete in the requisite number of selection/registered shoots, including the relevant Scottish Championship, as detailed below. At the Scottish Championships, prospective team members must exhibit their shotgun certificate to the discipline team manager.

The requirement to compete in the relevant Scottish Championship may be waived at the discretion of the Board on receipt of a request in writing, at least 14 days prior to the Scottish Championship, giving reasons for absence.

 

When submitting their scores, members must specify for which team category they are seeking selection, e.g. Senior, Ladies, Juniors, Veterans.  It is not acceptable to wait and see who else applies or what scores other applicants have before specifying the team for which they are applying.

 

Members wishing to be considered for selection must also fulfil the criteria set out in the following sections of our By-laws:  Section 3 – Subscriptions and Membership Renewal (Para 3)

Any person failing to renew their subscription to the Association by 1st March in the subscription year will have all prior and subsequent scores in that subscription year disregarded for team selection purposes.

               Section 4 – Selection of International or Representative Teams

Members wishing to be considered for selection must submit their scores in writing to the Secretary.

Scores must be submitted either on the form in this bulletin or on the form on the website and must be received by the Secretary at least eleven clear days prior to the relevant Scottish Championship.

 

Scores may be submitted by email but it is recommended that, to ensure receipt, they are also sent by Recorded Delivery letter, allowing a minimum of 3 working days for delivery, and with proof of posting being obtained. It is the responsibility of the member to ensure that scores are received by the Secretary in time.

If full details of scores submitted are not given, e.g. date, venue, etc., then such scores will be disregarded without reference to the member.

 

Sporting scores submitted are required to include details of the ‘high gun’ score, the member’s own score and their ‘marked up’ score for each shoot included in their submission.

 

Domestic Disciplines – Down the Line, National Skeet, Sporting and ABT.

Number of Scores required –

Senior Team Members are required to obtain six scores (600 targets) from shoots held after the preceding year’s Scottish Championship in their discipline with a maximum of three scores from ANY one ground

Ladies, Juniors and Veterans Team Members are required to obtain four scores (400 targets) from shoots held after the preceding year’s Scottish Championship in their discipline with a maximum of two scores from ANY one ground.

 

A Maximum of two scores can be counted from shoots held between the Scottish Championship and 31st December in the preceding year (carried forward scores). Otherwise all the required scores must be obtained between 1st January and the second-last weekend before the relevant Scottish Championship, this being the end of the selection period.

 

For DTL, the Scottish Championship for selection purposes is over two days and all members (Seniors, Ladies, Juniors & Veterans) seeking selection must compete in both days of the event.

 

Where all four Area Championships (North/East/South/West) are held for any discipline within a selection period then Senior Team Members must include, as part of their six scores, scores from at least two of the Area Championships. If there is not a full series of area championships for a discipline then Senior Team Members must include a score from at least one Area Championship in their submitted scores, provided that at least 2 Area Championships have been held in their discipline.

Team Members for the Ladies, Juniors and Veterans Teams must include at least one score from an Area Championship within their four scores, provided that at least 2 Area Championships have been held in their discipline.

N.B. The Area Championships are now ‘geographical’ championships which are open to all members and can be participated in and/or won by any member of the Association or of a recognised affiliated association.

They are NOT OPEN SHOOTS but remain registered/selection shoots for members/affiliated members.

2-Day Shoots – other than Scottish Championships

If, for any reason, a member only competes on the first day of a ‘2-Day Shoot’ then the score from that day cannot be used for selection purposes. If a member competes only on the second day then that score CAN be used for selection.

 

Olympic Disciplines – Olympic Skeet & Olympic Trap

Number of scores required - for 2008, this remains at 4 scores from at least 2 grounds plus the Scottish Championship.

(N.B. For 2009-on (i.e. after 2008 championship) the number of scores required will be aligned with the domestic disciplines and the conditions above will apply. Other changes will apply on a trial basis, including provision for L/J/V places)

200 target events can be utilised but the scores from each 100 targets cannot be split. The 200 target score can be used as 2 scores towards the 4 required.

The calculated percentage score from an event of more than 100 targets (e.g. 125, 150 etc) may be used as one of the 4 scores required.

2-Day Shoots – other than Scottish Championships

If, for any reason, a member only competes on the first day of a ‘2-Day Shoot’ then the score from that day cannot be used for selection purposes, except for Ladies competing in 125 target shoots where Ladies only shoot on the first day. If a member competes only on the second day then that score CAN be used for selection.

 

Use of Scores from other affiliated bodies

 Domestic Disciplines

Members may utilise TWO scores obtained within the current selection period from any recognised Grand Prix, British Open, Home Country Championship, or from a 100 target REGISTERED or SELECTION shoot held by any Home Countries Clay Target Governing Body, viz, CPSA, UCPSA, WCTSA, ICPSA. (NOT Home Internationals)

               Olympic Disciplines

Members may utilise scores obtained within the current selection period from any recognised Grand Prix, British Open, Home Country Championship or GB Team Selection shoot (200 target rule applies).

 

Full written confirmation of such a score, certified by an official of the host ground, is required and the written confirmation must state that the event was either a Registered or Selection shoot. If such written confirmation is not forwarded along with their submission for a team place then that score will be disregarded without reference to the member.

N.B. A Grand Prix is defined as a major 2-day shoot with at least 125 targets. It must be an open event but not necessarily a selection shoot.

 

Members Permanently Resident Outwith Scotland (PROS)

Not withstanding the above, a member PROS may utilise a maximum of 3 scores (300 targets) from Registered or Selection shoots obtained from at least 2 different grounds in their adopted home country.  If such scores are used then full and appropriate written verification of such scores must be submitted to the Secretary along with their team application. Failing such verification the scores in question will be disregarded without reference to the member.

 

Ladies, Juniors and Veterans Teams

Members seeking selection to these teams must submit their scores from 4 events of 100 targets, with a maximum of 2 scores from any one ground and must compete in the relevant Scottish Championship. A calculated percentage score may be used as in cases stated above.

Juniors and Veterans must include their date of birth in their application.

 

Junior Team

A member must be under the age of 21 on the day of the International and of the Scottish Championship. Following past experience, it is essential that all members of Junior Teams have their shotgun certificate or a copy of their birth certificate at the International in case of any dispute as to eligibility.

For International in Northern Ireland and in the Republic of Ireland different age restrictions apply for Juniors – details from the Secretaries of the SCTA, ICPSA or UCPSA as appropriate.

 

Veteran Team

A member must be over the age of 60 (55 for Olympic disciplines) on the day of the International and of the Scottish Championship. Evidence of age must be provided by their shotgun certificate and /or passport.

 

Final Arbiter on Scottish Team Selection

The final decision on matters pertaining to selection of members to Scottish Teams rests with the Selection Committee of the Management Board as detailed in Section 3 & 4 of the By-laws.

 

Information/Queries

Should you have any query or require any further information regarding Team Selection please refer the matter to the relevant Team Manager, Discipline Representative, or Management Board Member AS SOON AS IT ARISES – not on the day of the Scottish Championship or at the International when it will be too late.

 

Olympic Disciplines –  International (High Performance) Team Selection and Funding

Team selection will be decided using a squad-based system (per the Scottish Target Shooting Federation model) to allow increased training and coaching and to introduce sports science, sports psychology, etc.  The squad system will mirror how funding is administered and distributed by the STSF and is intended to benefit the whole squad by structuring the training throughout the year. The implementation of the system is currently under revision and members should contact their discipline representative or the SCTA Director of Coaching for current information.
